Who needs an Employment Pass?

How do I apply for EP?

Step 1: Qualifying salary
The applicant’s fixed monthly salary must be at least SGD$5,000, and the requirement may be higher for applicants in the financial services sector, or for older applicants.
Stage 2: Complementarity Assessment Framework (COMPASS)
COMPASS evaluates applications based on points across several criteria, including:

  1. Individual Attributes: Salary and qualifications.
  2. Company Attributes: Diversity and support for local workforce.
  3. Bonus Points: Strategic economic contributions.

You’ve got to score at least 40 points in this assessment to qualify for an EP!

However, you may be exempted from COMPASS if you meet any of the following criteria:

  1. Your EP application is for employment under 1 month
  2. You are applying as an overseas intra-corporate transferee (transfers within the same company under international trade agreements)
  3. You have a fixed monthly salary of at least $22,500

What’s the difference between a PEP and EP? Which one do I need?

Can I apply for a PEP?

If you earn a fixed monthly salary of at least $22,500, you are eligible to apply for an EP. In order to keep your PEP, you can only be unemployed for less than 6 months at any given point, and must earn a fixed yearly salary of at least $270,000, else your PEP must be cancelled. However, even if you fulfil the above criteria, you are ineligible for a PEP if:

  • You are a business owner or a sole proprietor
  • You hold an Employment Pass under the sponsorship scheme
  • You are a freelance worker
  • You are a journalist, editor, sub-editor or producer

Do also note that while on a PEP, you are not allowed to start any form of entrepreneurial activity.

How long will a PEP last me?

If you plan to apply for a PEP, do keep in mind that it can only be issued once for a duration of up to 3 years. The PEP can’t be renewed. 

Does a PEP benefit me?

At this point, you may be wondering, why should I apply for a PEP? Well, the PEP is designed for high-earning professionals seeking flexibility within salaried roles, meaning that it allows you to switch jobs without having the need to reapply for a new pass, as long as you notify the Ministry of Manpower.

With a PEP, you’ll also be able to sponsor family members, such as your spouse and children, for Dependent’s Passes or Long-Term Visit Passes.

How do I apply for a PEP?

 

Step 1

Get all your documents ready. This includes your passport, current work pass, proof of salary, and other supporting documents.

Step 2
Apply through the Ministry of Manpower (MOM) website and pay the SGD 225 application fee.
Step 3
Wait for approval – this usually takes about 8 weeks.

EntrePass

Should I apply for an EntrePass?

If you’re a foreign entrepreneur looking to start and run a business in Singapore, and your business possesses innovative technologies or is venture-backed, then the EntrePass is for you!

Am I eligible for an EntrePass?

To be eligible for an EntrePass, you must incorporate a private limited company in Singapore (or plan to within six months) that is registered with ACRA. (You must hold at least 30% of the registered company) Your company must own innovative technologies or be venture-backed! (Click here to find out if your company meets this criteria) Basically, this is a pass for successful entrepreneurs.

If you thought that was all, you’re severely mistaken. That’s just the tip of the iceberg. To be eligible for an EntrePass, you also have to meet at least one of the following criteria:

  • You have raised at least SGD$100,000 from a single funding round from recognised investors for any current or pass business.
  • Your business is or will be supported by a government-recognised or internationally renowned accelerator or incubator.
  • You have successfully started and sold a business that is venture backed or owns innovative technologies. (Documents with proof must be provided)
  • Your business holds Intellectual Property registered with an approved national IP institution.
  • Your business has a relevant ongoing research collaboration in Singapore with an Institute of Higher Learning or a Research Institution.

How long will an EntrePass last me?

For new applicants and those renewing their pass for the first time, the EntrePass is typically valid for up to a year. After that, it can be renewed for up to 2 years at a time. However, in order to renew your pass, there is a stringent renewal criteria you must meet! 

Does an EntrePass benefit me?

You should seriously consider an EntrePass if you’re looking for flexibility to start and run a business in Singapore. Moreover, once you meet specific revenue and funding milestones, you’ll be able to sponsor family members for passes.

How to apply for an EntrePass

Step 1: Prepare your documents

You’ll need a detailed business plan that includes information about your business, products or services, and market research. You’ll also have to gather supporting documents such as your resume, qualifications, and evidence of funding or innovation.

Step 2: Submit your application

Submit your application online via the Ministry of Manpower (MOM) website.

Pay the application fee of SGD$105. It’ll take about 8 weeks to be processed. You’ll also need to pay an additional SGD$225 once approved.

Step 3: Arrive in Singapore and get the pass issued

If required, you’ll have to make an appointment to register your fingerprints and photo. You’ll receive your pass card 5 working days after registration or document verification.
