ONE Pass to rule them all — An introduction to the Overseas Networks and Expertise (ONE) Pass
Who can apply for the ONE Pass?
The ONE Pass is specially designed for the top talents in business, arts and culture, sports, academia and research.
Candidates who meet the eligibility criteria may apply for the ONE Pass. Alternatively, employment agencies and employers can apply on behalf of the candidate. For more information, visit this link.
Brief Overview of Eligibility Criteria
Candidates who wish to apply for the ONE Pass must fulfil at least one of the below conditions:
- Earned a fixed monthly salary of at least S$30,000 (or its equivalent in foreign currency) for the year (12 months) leading up to the date of application
- Will earn a fixed monthly salary of at least S$30,000 under their future employer in Singapore
However, as commonly seen in life, there are exceptions — candidates who have outstanding achievements in certain sectors may still qualify despite not meeting the eligibility criteria.
Are there any required foreign worker levies or quotas?
Unlike some other passes, the ONE Pass does not require any foreign worker levies or quotas.
How long is the ONE Pass Valid for?
For first-time candidates, the pass duration is up to 5 years. Subsequent renewals of the pass will also last for 5 years. However, pass holders must meet the renewal criteria in order to renew their ONE Pass.
How do I apply for the Dependant’s Pass for my/my worker’s family members?
Step 1: Submit an application
An application includes the required documents as well as the online application form. There will be a $105 fee to be paid via Visa or Mastercard.
The candidate can submit their application to the Ministry of Manpower. Alternatively, an appointed Employment Agency or employer may submit the application on behalf of the candidate. Candidates can then check their application status online after 4 weeks. If the application is successful, candidates will receive an IPA letter which is a pre-approved single-entry visa to enter Singapore and get a pass issued.
Step 2: Prepare for arrival in Singapore
Candidates should print their IPA Letter before departing to be shown to the immigration officer after arriving. Candidates should also comply with the latest travel requirements and complete any required medical examinations upon arrival.
Step 3: Get the Pass Issued
Candidates must be in Singapore to get their passes issued. For candidates who have a Singpass account, they can get their pass issued through the EP eService. Otherwise, they can get their pass issued at an Employment Pass Services Centre. Candidates will need to have prepared the relevant documents to receive the pass. Regardless of application method, applicants will be issued a notification letter which allows them to start work and travel in and out of Singapore while waiting for the pass card and states if applicants are required to have their fingerprints and photo taken for card registration.
Step 4: Receive the Card
Candidates will typically receive the card within 5 working days after registration or document verification.

Tech.Pass
Who is the Tech.Pass for?
The Tech.Pass is a visa that allows established tech entrepreneurs, leaders or experts in technology from all over the globe to enter Singapore. Candidates may apply for the pass directly with the Singapore Economic Development Board.

Key features of the Tech.Pass
Tech.Pass holders can take on multiple concurrent roles in Singapore. This may be in the form of:
- Starting and operating one or more tech companies
- Being an employee in one or more Singapore-based companies at any time
- Being a mentor or consultant, and lecturing in local higher learning institutions
- Being an investor or director in one or more Singapore-based companies
How long is the Tech.Pass valid for?
The Tech.Pass is valid for 2 years in the first instance and can then be renewed for another 2 years if candidates meet the renewal criteria.
Brief overview of eligibility criteria
To be eligible for the pass, applicants should satisfy 2 of the following:
- Have a last drawn fixed monthly salary (in the last year) of at least S$22,500
- Have accumulated at least 5 years of experience in a leading role in a tech company with a valuation/market cap of at least USD 500 million/USD 30 million of funding raised
- Have accumulated at least 5 years of experience in a leading role in the development of a tech product that has a minimum of 100,000 active users or no less than USD 100 million annual revenue.

How do I apply for a PEP?
Step 1: Submit an application
After confirming that you meet the eligibility criteria, you may download the Tech.Pass application form for yourself and any dependants. Complete the soft copy application form and have it signed. Prepare the relevant documents indicated in the application form and obtain an automatically generated payment reference number. Pay a $105 application fee via PayNow or Telegraphic Transfer.
Step 2: Submit the application
After ensuring that you have the relevant documents, submit your Tech.Pass application, along with any related applications for family members through the EDB website.
Step 3: Wait for the application to be processed
Tech.Pass applications often take around 8 weeks to be processed, or longer if additional information is required. After having your application approved, you will receive an email from the Ministry of Manpower containing notification of approval and an in-principle approval (IPA) letter.
Step 4: Get the pass issued
The pass must be issued within 6 months of receiving the IPA. Receiving the pass can be done in person at the MOM Employment Pass Services Centre with a prior appointment. Candidates must be in Singapore to have their pass issued, and can only start work or business activities once they obtain the pass.
